There is a few ways you can invite people to view your webcam.

From the Friends List

Select the user by clicking on there name then click on actions and select Invite to View Webcam.

From the Instant Message Window

Click on "Actions" and choose Invite to View Webcam.

From the Chat Window

Right click on the username and select "Invite to view my webcam".
